Accounting and Payroll
Part 1. Purpose
Employees may contribute to the College Foundation, parking, Metro Transit bus passes and/or health reimbursement/saving accounts through payroll deduction. The Vice President of Finance and Operations is responsible for establishing an appropriate administrative process for payroll deduction management. The Foundation must petition the Chancellor of the Minnesota State System for authorization to receive gifts through payroll deduction.
Part 2. Definitions
Foundation: A private, non-profit organization whose purpose is to support a college or university through fundraising and other activities and is officially recognized by the president or chancellor through a written contract.
Minneapolis College Foundation: The Minneapolis College Foundation is a corporation organized under Chapter 317A of the Minnesota Statues under the name Minneapolis Community and Technical College Foundation. Its purpose is exclusively charitable in the legal sense and shall be limited to charitable, scientific and educational activities within the meaning of section 501(c)(3) of the Internal Revenue Code of 1954. It exists to solve issues of affordability and access to higher education at Minneapolis College through scholarships and special initiatives that support students, enhance workforce readiness and support the College in its strategic priorities.
Part 3. Processes
Employees interested in payroll deductions must complete deduction enrollment plan form and remit to the Business Office. Upon receipt by the Business Office, deduction will commence with the next pay period. It is the responsibility of each employee to complete a stop deduction form if they are no longer in need of the deduction. This includes employees who are separating. If an employee fails to end a deduction, they are liable for their share of the deduction as applicable.
The College offers the following pre-tax deductions to its employees:
- Minneapolis College Foundation: For employees who wish to contribute a part of their income to scholarships or other programs administered by the Minneapolis College Foundation.
- Parking: For employees who wish to pre-pay for on-campus parking.
- Metro Transit Bus Pass: For employees who purchase the Metropolitan Transit Unlimited GoTo monthly pass that is subsidized by the College.
- Health Reimbursement/Saving Account: For deductions that can be used to cover health-related costs accrued during employment or after employee is no longer actively employed by the State of Minnesota.
