Part 1. Purpose

Equal Opportunity and diversity are essential to Minneapolis College’s Mission, Vision, and Values. This policy establishes standards regarding equal opportunity and nondiscrimination at Minneapolis College and codifies the College’s equity statement.

Part 2. College Equity Statement

Minneapolis College reaffirms its commitment to equity, inclusion, and supporting the success of all our community members by:

  • Addressing individual acts of racism, overt or veiled, and working across society to dismantle and rebuild systems that perpetuate privilege for some while disadvantaging the majority of those whom we serve.
  • Recognizing and acknowledging that we do not share the same experiences nor perspectives as one another.
  • Continuing to ensure our pedagogy, policies, and services reflect and embrace the diversity of our community to thwart the harm caused by color-blind racism.

Minneapolis College declares itself an Anti-Racist Institution. We understand this journey requires that we make this stance operable by committing to:

  • Creating venues for underrepresented voices.
  • Undergoing anti-bias training and self-reflection.
  • Ensuring our measures of success are, in part, crafted by those we serve.
  • Providing multicultural services and approaches, seeking parity in outcomes.
  • Improving intercultural capacity.
  • Centering process improvements on the student experience and undergoing rigorous efforts to dismantle institutional practices with deleterious racial impacts.
  • Ensuring equity in all aspects of employment.

Part 3. Authority of Minnesota State System Nondiscrimination Policy and Procedure

Minnesota State System Board Policy 1B.1 Equal Opportunity and Nondiscrimination in Employment and Education establishes the nondiscrimination standards for Minneapolis College. 
Minnesota State System Procedure 1B.1.1 Investigation and Resolution establishes the structures and processes Minneapolis College follows to investigate potential incidents of discrimination, harassment, retaliation, or other violations of Minnesota State Board Policy 1B.1. 
Minnesota State System Board Policy 1B.3 Sexual Violence Policy establishes the sexual violence harassment standards for Minneapolis College. 
Minnesota State System Procedure 1B.3.1 Response to Sexual Violence and Title IX Sexual Harassment establishes the structures and processes Minneapolis College follows to investigate potential incidents of sexual violence and harassment.

As with all system policies and procedures, Minneapolis College and its community are expected to adhere to the standards, requirements, and processes established in these system documents.

Part 4. Reporting Discrimination, Harassment, Retaliation, or Other Violations of Minnesota State Board Policy 1B.1 and 1B.3

Individuals are strongly encouraged to report incidences of discrimination, harassment, retaliation, sexual violence/harassment, or other violations of Minnesota State Board Policies 1B.1 or 1B.3 to the College’s designated officer. At Minneapolis College, this is:

Individuals may also report incidents through the reporting form which can be found on the Sexual Violence & Sexual Harassment page of the College’s website under the File a Report of Sexual Violence section.

Any student, faculty member, or employee who knows of, receives information about or receives a report/complaint of discrimination, harassment, or retaliation is strongly encouraged to report the information or complaint to the designated officer.

Those in administrator and supervisory roles have a duty to report allegations of conduct that they reasonably believe may constitute discrimination, harassment, or retaliation as defined by Board Policy 1B.1 to the designated officer.

History and Subject of Revisions: 5/7/2025 (Restructured policy to complement related system policies & procedures since those provide the standards and processes. Revised the policy’s purpose. Removed the definitions and retaliation sections since those are established at the system level. Removed consensual relationship section because such information is covered elsewhere and not in related system policy or procedure. Added the college’s equity statement, authority section, and information about who/where to report to. Will add after revisions approved.
